How the Service works

The revenue lifecycle

Every naira the State collects passes through the same seven stages. Enforcement is the last of them, and it only exists because the first six sometimes fail.

Enumerate

Field capture of premises and property with coordinates and photographs, so the register reflects what is actually happening in the State.

Register

One taxpayer, one Taxpayer Identification Number, verified against NIN and CAC records. Free, and issued the same day.

Assess

Chargeable income, turnover or value determined under the law, with the computation shown on the face of the assessment.

Bill

A demand notice carrying a payment reference that works at any accredited bank, POS terminal or USSD channel in the country.

Collect

Fourteen banks, six payment providers, eight channels — settling straight into the State treasury single account.

Reconcile

Daily matching of bank settlement against the revenue ledger, with an audited monthly return to the Accountant-General.

Enforce

Recovery of undisputed arrears, after notice and after the objection window has closed. Never while an objection is pending.

Collections by year, month, category, MDA and local government area, published as open data anyone can check.

Whether the bill is ₦500 or ₦95 million, the process is identical — and no revenue officer is anywhere in it.

Get your payment reference

It is on every demand notice and in the taxpayer portal, and can be generated on demand for a self-assessed charge. It identifies you, the revenue head and the amount, so nothing can be misapplied.

Pay through any accredited channel

Bank branch, POS terminal, online card, bank transfer, USSD, Remita, direct debit or the designated cash office. Fourteen banks and six payment providers accept the reference.

Keep the electronic receipt

Issued immediately on electronic channels. It carries a receipt number, the revenue head code and your TIN, and any third party can verify it without contacting you.

Performance

Internally generated revenue, seven years

Collections have grown from ₦23.1 billion in 2019 to ₦58.4 billion in 2025 — a 153 per cent increase achieved without raising a single State rate. The growth came from consolidating collection accounts, removing 214,000 duplicate taxpayer records and enumerating economic activity that had simply never been recorded.

Cost of collection fell over the same period from 7.9 per cent to 4.1 per cent, and the share of revenue arriving through electronic channels rose from 43 per cent to 96 per cent.

The questions we answer most

How much does a Taxpayer Identification Number cost?
Nothing. It is free for individuals and for businesses and is issued the same day. Anyone asking for money to obtain one is committing an offence — report it on the whistleblower line.
I live here but work in another State. Who taxes me?
This State. Personal income tax follows residence rather than place of work, with the exception of the armed forces, the police, officers of the Nigerian Foreign Service, residents of the Federal Capital Territory and non-residents, who are taxed by the FIRS.
Can I pay a revenue officer in cash?
Never, in any circumstance. Every payment goes through an accredited bank, POS terminal, transfer, USSD, Remita or the designated cash office at Revenue House, and produces an electronic receipt. If there is no receipt with a receipt number, the money has not reached the State and you remain liable.
My employer deducts PAYE. Do I still file a return?
Yes. Section 41 of the Personal Income Tax Act requires every taxable person to file a return by 31 March, whether or not tax was deducted at source. Where PAYE was deducted correctly it usually results in no further liability.
I disagree with my assessment. What can I do?
File a notice of objection within thirty days of service, stating the grounds and the amount you say is correct. Enforcement on the disputed amount is suspended while a valid objection is pending, and you may appeal to the Tax Appeal Tribunal if the Service refuses to amend.
